This problem could occur when support and/or tclapp directories are missing in your $HOME/.Xilinx/Vivado/2014.3/XilinxTclStore directory.
To work around the issue, either copy the missing directories or run "tclapp::reset_tclstore" after opening Vivado in Tcl mode.
