./configure --target-list="arm-softmmu" --enable-fdt --disable-kvm

ERROR: zlib check failed       Make sure to have the zlib libs and headers installed.

sudo apt-get install zlib1g-dev pkg-config libglib2.0-dev

we will install zlib and some others for in case .
